Elevating Public Health Through Strategic SaaS Adoption

Nexus Strategy & Implementation is proud to recognize Senior Consultant, Jessica Renslow, and her team, for their recent honor from ImmunizeVA for their latest SaaS project. ImmunizeVA is a statewide coalition that brings together professionals from healthcare, public health, and nonprofit organizations, along with parents and the community. The coalition works collaboratively to increase immunization coverage across the Commonwealth of Virgina. This recognition highlights the team’s exceptional work supporting the Virginia Department of Health in adopting and optimizing the Vaccine Ordering Management System (VOMS), a critical tool in public health infrastructure.

VOMS is a specialized software module used by healthcare providers to manage vaccine inventory, place orders for publicly funded vaccines, and track wastage or transfers. Typically embedded within state immunization registries, VOMS plays a vital role in ensuring that providers maintain appropriate supply levels.

The term SaaS adoption refers to the process of integrating and using cloud-based software, known as “Software as a Service,” within an organization. Instead of installing programs on individual computers or maintaining on-site servers, teams access applications through the internet, often via a subscription model. Adopting SaaS is not just about purchasing a tool. It involves onboarding users, aligning the software with business workflows, training staff, and ensuring the platform delivers value over time. When done effectively, SaaS adoptions can improve efficiency, scalability, and collaboration by giving teams flexible, real-time access to the tools they need.

Jessica Renslow played a central role in the successful rollout and adoption of VOMS across more than 800 healthcare providers that employ 25,000 end users that serve approximately 455,000 uninsured and underinsured residents in Virginia. Her contributions went far beyond standard implementation support.
Jessica served as:
Internal Lead Trainer (designing and delivering training strategies that met diverse provider needs).
Quick Reference Guide Designer (creating clear, user-friendly materials that simplified complex workflows).
Webinar Producer (developing and hosting live and recorded sessions to scale knowledge across the provider network).
Task-Based Video Producer (producing concise, actionable video tutorials to reinforce learning and reduce support burden).
In addition, Jessica led efforts to ensure all training materials met ADA compliance standards, while actively promoting Universal Design principles. This ensured accessibility for all users, setting a high bar for inclusivity in public health technology adoption.

Beyond training and materials, Jessica also managed internal helpdesk operations for the initiative, providing critical frontline support to healthcare providers navigating the new system. Her ability to translate technical requirements into practical guidance helped drive high adoption rates and user confidence. Her work exemplifies the kind of hands-on leadership and systems thinking required to make large-scale SaaS implementations successful, particularly in complex, high-stakes environments like public health.

Jessica’s success is part of a broader strength within Nexus Strategy & Implementation. Both Jessica and fellow Senior Consultant Gretchen Sipp, bring over 20 years of experience delivering SaaS adoption strategies for educational institutions and government agencies. That expertise continues to drive impact. Jessica is now applying her skills on an Oracle-focused initiative for the Virginia Department of Health’s Pharmacy Department, while Gretchen is spearheading a major Oracle project with Chicago Public Schools.

Recognition from ImmunizeVA is a testament not only to the technical success of the VOMS implementation, but to the thoughtful, inclusive, and user-centered approach Jessica and her team brought to the work.
